UNDP is UN’s global development network on the ground in 166 countries. The Global Environment
Facility/Small Grants Programme (GEF/SGP) implemented by UNDP is a financial mechanism that offers grant
assistance to initiatives of Non Governmental Organizations and Community Based Organizations that contribute to
the protection of the environment
GEF/SGP aims to deliver global environment benefits in the GEF focal areas of biodiversity conservation, climate
change mitigation, protection of international waters, prevention of land degradation and elimination of persistent
organic pollutants through community based approaches.
This is a call to invite concept papers from registered NGOs/CBOs for Operational Phase 5 (2010-2014) in the focal
areas of biodiversity conservation, climate change mitigation/adaptation and land degradation. A small
number of grants will also be awarded for projects addressing other GEF Focal Areas such as protection of
International Waters and elimination of Persistence Organic Pollutants (POPs). Maximum grant ceiling is Rs. 5
million.
The proposed activities should be in line with recommendations in national policy documents such as the National
Action Plan for “Haritha Lanka” Programme, Bio Diversity Conservation Action Plan; National Bio-safety Action
Plan, National Environment Action Plan (Caring for the Environment), National Action Plan for Land Degradation,
the First National Communication for Climate Change, National Implementation Plan for POPs, and international
initiatives such as Millennium Development Goals. The concepts will be selected by the members of National
Steering Committee and experts in respective thematic areas, for further development based on criteria such as
relevance to GEF thematic concerns, geographic location, partnerships, co-financing, community participation,
sustainability and innovation. Priority consideration will be given to proposals with clear Co-financing and
established Partnerships for project implementation.
The format for presenting the concept paper and other documents can be collected from November 1st 2010,
onwards from GEF/SGP office at UNDP, 202-204, Bauddhaloka Mawatha, Colombo 07 and from the website
www.gefsgpsl.org. Concepts should be submitted on or before 30th November 2010. Only those NGOs/CBOs
whose concepts have met the GEF requisites will be informed of the necessity to participate in the next steps
of the project development process.
